The video bitrate is a setting that controls the amount of data the video uses each second for playback. By reducing it you will be able to directly reduce the file size of the video. If you do reduce the video bitrate however, the quality of the video will be affected and will start to deteriorate. As such it is best to reduce the bitrate gradually, and watch for compression artifacts as you do.
The bitrate that the video requires will be based on its codec, resolution, and frame rate. That being said there are other factors at play too, and the content of some videos may not need as high a video bitrate as others.

Ideally the video converter you use will let you select from a wide range of formats and adjust the video bitrate and other parameters. That being said in some cases you may just want to convert the video to MP4 with H.264, in which case an easier tool such as Online Video Converter may suffice.
All said and done it is up to you to determine which option is best for your video. In some cases you may even want to use both in order to reduce the file size as much as possible, while affecting its quality as little as possible.
